We are looking for a Local Outsourcing Manager to own and coordinate outsourcing governance for local entities. The role is responsible for ensuring that local outsourcing arrangements are properly identified, assessed, approved, documented, monitored and, where required, remediated or exited.

You will act as the local point of contact for outsourcing matters, working closely with Group Outsourcing, Service Management, Technology GRC & TPRM, Risk, Compliance and business stakeholders. The role combines regulatory governance, third-party risk management, service oversight and stakeholder coordination.

YOU WILL

  • Own and coordinate the local outsourcing governance framework, procedures and standards.
  • Implement applicable Group outsourcing policies locally and ensure alignment with local regulatory requirements.
  • Monitor the full outsourcing lifecycle, from identification and risk assessment through approval, contracting and onboarding to ongoing monitoring, remediation and exit.
  • Coordinate local outsourcing assessments and governance reviews, including the classification of critical or important functions (CIFs) and material arrangements.
  • Monitor the performance of outsourced services against KPIs, KRIs and SLAs, identify issues and coordinate their resolution with relevant Group teams.
  • Review and challenge outsourcing and third-party risk assessments from a local regulatory and business perspective.
  • Maintain oversight of material sub-outsourcing arrangements, dependencies and concentration risks.
  • Maintain accurate and complete local Outsourcing and DORA Registers.
  • Coordinate regulatory notifications, submissions, supervisory requests, inspections and audits related to outsourcing.
  • Ensure local outsourcing arrangements comply with DORA, EBA Outsourcing Guidelines and applicable local requirements.
  • Coordinate local business continuity, disaster recovery and exit planning for critical outsourcing arrangements.
  • Identify and escalate material risks, control deficiencies, service issues and regulatory findings, and track remediation through to closure.
  • Act as the key local interface between Group Outsourcing and local stakeholders across Risk, Compliance, Procurement, Legal, ICT and Operational Resilience.
  • Provide guidance and awareness on outsourcing governance and regulatory expectations to local stakeholders.
  • Support the local outsourcing governance committee and provide regular reporting on outsourcing exposure, key risks, critical providers, incidents and regulatory developments.

YOU NEED

  • Relevant experience in outsourcing, third-party/vendor risk, operational risk or a related area within financial services.
  • Strong knowledge of DORA, EBA Outsourcing Guidelines, operational resilience and ICT third-party risk.
  • Experience with outsourcing inventories and regulatory registers, due diligence, risk assessments and governance reporting.
  • Experience monitoring service levels, KPIs, SLAs and third-party performance.
  • Understanding of outsourcing lifecycle management, including risk assessment, contracting, monitoring, remediation and exit planning.
  • Ability to work independently across local and Group-level functions and coordinate stakeholders in a complex regulatory environment.
  • Strong stakeholder management, communication and influencing skills.
  • Strong analytical, organisational and problem-solving abilities.
  • Ability to challenge stakeholders constructively and escalate risks when required.
